建立國內實驗動物生產機構之動物品質評估準則:以蘭嶼小型豬為例

本研究動機與目的在於為國內實驗動物生產機構建立動物品質評估準則。以TQM、KSF、風險管理、學習型組織、交易成本等理論發展出攸關實驗動物品質的五大構面,共24條準則。並且參酌三大國際動物照護管理品質評估系統AAALAC、GLP及ISO 9001,我國動物保護法規及先進國家的規範,建立一套適用於本國國情且能接軌或符合國際實驗動物品質標準的評估準則。本研究採用二階段研究法,首先針對國內具代表性之實驗動物生產單位、使用單位、學研界三方面專家,進行德菲法問卷調查取得共識並計算出相對權重,第二階段再以層級分析法取得各準則權重,將兩者權重作一比對分析。研究結果顯示,各構面之關鍵準則皆與國內現況相符,同時發現實務面欠缺風險管理、交易成本之管理觀念,並給予適當建議。此以蘭嶼小型豬為案例進行評估準則之研究成果,可以作為國內從事高品質生醫用畜禽動物生產之機構,建立規格化生產管理之參酌,未來或可作為國內現行動物科學應用機構查核輔導制度之改善參考。

The motivation and purpose of this study is to establish the animal quality evaluation guidelines for the Lanyu mini pigs used as biomedical research purpose in Taiwan. The theories are taken in this study, such as TQM, KSF, risk management, learning organization, transaction cost theory, to develop five perspectives for the quality of laboratory animals. Meanwhile, AAALAC, GLP and ISO 9001, these three international animal quality systems, animal protection laws in Taiwan and international guidelines for lab animal quality are induced to establish twenty-four evaluation guidelines to comply with comtempory biomedical research needs in Taiwan and also meet the standards of the international animal quality system. This research adopted two-stage research methods. First, the questionnaires followed by Delphi method were administered to lab animal production units, animal users, and the research community representative experts, to reach a consensus and calculate the relative weights, and then followed by Analytic Hierarchy Process to obtain the weights. Finally, compare and analyze both the Delphi and AHP weights. The results showed that the key evaluation guidelines of five aspects matched the current situation in Taiwan, and also found it lacks risk management and transaction costs in practice situation, and give appropriate recommendations. Therefore, the results of this study could be a reference for standardlizing lab animal producing management and for improving current national inspection system of institutional animal care and use committee (IACUC) in the future.
