本研究從公私協力的角度切入桃園縣流浪犬處理政策，欲了解公部門中央機關及地方政府對於棄犬的處理措施以及探討非營利組織動保團體與營利組織獸醫院對於棄犬處置所為的協助，最後藉由公私協力理論來探討公部門與私部門對於棄犬處置的合作互動，檢討此協力關係是否有改善之處，作為政府對流浪狗問題的借鏡。 本研究的重心在於公部門與私部門對於流浪犬的處理政策，透過文獻分析、深度訪談探討雙方對於此政策上的互動與連結，而此政策涉及公部門的動物防疫所、鄉鎮市的清潔隊及關注桃園縣犬隻自治條例的縣議員與私部門的獸醫院獸醫師、動保團體，故訪談問題分為五大類進行以期公私協力對於流浪犬政策上的深入探討。 本研究結論如下： 一、桃園縣犬隻自治條例淪為公部門方便管理動物及作業分工的分水嶺 二、缺乏稽查員、全省登記站不普及而導致動保法執行上的漏洞 三、公部門的官僚心態而造成公私部門水平融合互動成效不彰 四、動保團體意識形態分歧難與公部門資源整合 五、需要整合公私部門間的溝通管道 根據以上結論，提出相關建議 一、善用民間力量補強立法上配套措施的缺口 二、改善公部門擔任棄犬處理政策為主要發動者的心態 三、公部門應該積極輔導私部門，建立雙方較多的溝通空間
This study concerns the stray dogs’ manning policy from the public-private partnership in Taoyuan County. In order to understand how the public sectors- the central government and the local government-take care the stray dogs; and how the non-profit organizations- the animal protection groups and the profit organization- animal hospital to assist them in dealing with the stray dogs, this study uses the public-private theory to confer the interactions of disposing of the stray dogs between the public and private sectors, and see if any places are needed to be improved from those interactions, alerting the governmental functions. This study focuses on how the public and private sectors deal with the stray dogs’ manning policy. This study adopts the face-to-face interviews and literature review to understand the connections and interactions of the stray dogs’ manning policy. The policy involves with the public and private sectors, including the animal disease control center, the cleaning staff of the street level government, the Taoyuan County members of parliament who concerns about self-regulations of the dogs, veterinary hospitals, veterinaries, and animal conservation groups. Hoping the public-private relationships have great considerations for stray dogs’ manning policy as the interviews are classified into five sections. The conclusions of the study are as follows: Section 1: The self-regulations of the dogs come down to be the watershed between animals’ management and classification of the public sectors. Section 2: The loophole in animal protection executes due to the lack of inspectors and pet registration stands. Section 3: The horizontal melting model of the public and private sectors is caused by the officialism in the public sectors. Section 4: It’s difficult to integrate with the different ideologies of the animal protection groups and the resources of the public sectors. Section 5: It’s necessary to combine with the communication methods of the public and private sectors. The policy implications are as follows: 1.Taking advantage of the folk strength to make up the gap of enacting laws. 2.The convener should take the main Mentality as improving the public sectors to deal with the stray dogs’ manning policy. 3.The public sectors should assistant the private sectors to build more communication spaces positively.
